Emergency route, fast permit issuance and shortened licensing for buildings that suffered direct damage: the Planning Administration's new tools
The Planning Administration and the National Planning Headquarters are leading an emergency response on the home front, which includes an immediate engineering response and a set of planning solutions for the rapid rehabilitation of the affected local authorities.
Following the serious damage on the home front, the Planning Administration and the National Planning Headquarters are working on a large scale to enable a professional, fast and effective response for the rehabilitation of damaged buildings and urban spaces. Among other things, a first-aid team will be established that includes builders (structural engineers), mapping teams, planners and project managers. This dedicated professional team will be available to all local authorities. The team will be available at all times and will provide an immediate response to builders, including engineering advice, building stability tests and professional support with all stakeholders on the ground.
At the same time, a unique set of planning and statutory tools will be developed for the home front. This is a set of existing and new solutions that will enable fast and effective rehabilitation, according to the needs of the residents and the local authority, according to the characteristics of the damage, and they include:
Exemption from permits for specific repairs and the addition of a construction permit to existing buildings; Shortened licensing and self-licensing: for buildings that have been partially or fully demolished; Implementation of existing plans or plans in the process of promotion: for the rapid issuance of permits; Promotion of accelerated planning procedures: a procedure parallel to the plan and the permit, horizontal plans, plans with planning orders and the possibility of retroactive legal regulation under Section 266 F; A unique emergency route: which includes planning through an accelerated procedure, consolidation and division of land, and rapid licensing through exceptional powers, in cooperation with local authorities, developers and residents.
The Planning Administration stated: "The move emphasizes adapting the solution to the level of damage, with a comprehensive view of the neighborhood and the urban space: from restoring a single building to redeveloping entire urban spaces, all from a national and civic perspective of restoration and reconstruction with speed and quality."
