Revolution in the Talpiot Neighborhood

The Jerusalem Municipality recommends approving a large-scale renewal plan for the Hadar Mall complex, which includes the demolition of part of the shopping center and the construction of two 38-story towers with approximately 650 housing units, commerce, employment and public institutions.
The move is part of the Talpiot master plan and the vision of turning it into an innovative urban district in the heart of the capital.
The Jerusalem Municipality continues to promote the renewal of the Talpiot Industrial Zone. The Jerusalem Local Planning and Building Committee recommended submitting a significant development plan for the Hadar Mall complex on Pierre Koenig Street. The plan, which covers an area of approximately 16.4 dunams, proposes the partial demolition of the shopping center building and the construction of a new mixed-use complex that will include residences, commerce, employment and public institutions.
The plan, submitted by Clal Insurance and Blue Square Real Estate, proposes the construction of two 38-story towers that will include approximately 650 residential units, together with six basement floors designated for commerce and employment. In addition, public institutions are expected to be built as part of the project, including a school, daycare centers, kindergartens, synagogues and areas designated for community, welfare, culture and recreation, as well as a multipurpose hall and a library.
The project, designed by Yigal Levy Architects, will include an active commercial frontage along Pierre Koenig Street with a convenient pedestrian connection to Harakavim Street, very close to the Blue Line light rail station. The plan also includes turning the roof of the shopping center into an open, green public space and incorporating advanced public infrastructure. The planning emphasizes adapting to the needs of residents and promoting quality of life in the renewed Talpiot neighborhood.
The municipality said that this plan is part of a large-scale urban initiative to transform Talpiot into a leading urban district, combining high-quality public spaces and advanced public transportation. It is consistent with the Talpiot District master plan and the policy of building along the light rail routes, and offers an updated response to the needs of residents while promoting an innovative urban vision.
