Good news for Israel's construction industry

The Committee of Directors General for Foreign Workers, headed by the Director General of the Prime Minister's Office, Yossi Shelly, decided to increase the quota for the private import of foreign workers into the construction industry to 30,000. The committee discussed additional issues that constitute barriers to bringing foreign workers into the construction industry.

Good news for Israel's construction industry: in a discussion held last night (Monday) in the Foreign Workers Committee of the Directors General, it was decided to increase the quota for the private import of foreign workers into the construction industry by an additional 5,000 workers. This is subject to the use of 70% of the existing private import quota in the industry, which currently stands at 25,000 foreign workers. In addition, the deadline for private import was extended to June 30, 2025.

At the request of the Director General of the Ministry of Construction and Housing, Yehuda Morgenstern, who was also present at the hearing, the committee addressed additional issues that constitute barriers to the entry of foreign workers into the construction sector. Among other things, it was decided to allow workers to arrive without practical tests at a rate of 50% (the mandatory 30% rate that had been customary until now was eliminated), in light of the success this track has shown to date and the expectation that this step will speed up the process of hiring foreign workers through the private track.

The committee also recommended that the Director General of the Population and Immigration Authority examine the Ministry of Construction and Housing's requests to apply a procedure that would allow foreign workers to return and reduce the quota of workers who leave construction companies, as well as the request to raise the age limit for foreign workers in the industry. In addition, in order to encourage the arrival of foreign workers in the renewal sub-sector, the committee recommended that a construction labor corporation that has used up its quota of 1,000 foreign workers be allowed to increase its quota by 20%, on condition that it brings workers for the renewal and transportation infrastructure industries.

Today there are approximately 60,000 foreign workers in Israel in the construction industry, compared with approximately 30,000 before the outbreak of the war, and the steps we decided to take yesterday are essential for the continued increase in the workers needed for this important industry."
