More than 3,000 housing units on the table: the Jerusalem Local Committee will discuss a series of renewal plans, including 3,134 housing units, at its next meeting. Of these, the committee is expected to discuss the recommendation to give validity to the renewal plan for Complex D on Avshalom Habib Street, which proposes 312 units; to deposit 5 plans totaling 2,617 units: evacuation and construction on Alkahi Drezner and Raziel streets in Armon Hanatziv, proposing 950 units; urban renewal in the Hasbon complex, proposing 900 units; building authorization at 2 Sheshet Hayamim Street, offering 104 units; urban renewal on Hebron Road, offering 313 units; urban renewal on Zipora Street, offering 350 units; and to join the evacuation and construction program on Magen Alef Street in Shmuel Hanevi, offering 205 units.
312 homes on the way to approval in Talpiot
The urban renewal plan for Avshalom Habib Street - Complex D in the Talpiot Mizrahi neighborhood proposes the demolition of 2 residential buildings comprising 65 units: one residential building of 4-5 stories and another building of 3-5 stories. Both border Olei Gardom Street to the southwest and Avshalom Habib Street to the northeast. In their place, the plan proposes the construction of 312 units (an addition of 247 units to the approved number, multiplied by 4.8), in two 28-story towers and an additional 11-story building, above a commercial frontage on Olei Gardom Street.
The plan was submitted in September 2024 and 7 objections were filed against it. The city engineer recommends accepting some of the objections, making technical corrections to the plan and approving it.
The plan was initiated by the company Azorim and was prepared by the architecture firm Kolker Kolker Epstein.
Armon Hanatziv: 950 units on the way to deposit
The evacuation-and-construction plan on Alkahi Drezner and Raziel streets in Armon Hanatziv proposes the evacuation of 10 existing buildings and the construction of new buildings of 26 to 35 stories with a commercial floor and built public spaces, and the development of vacant land. The plan proposes 950 units, an addition of 771 units to the approved total of 179 units (multiplier 5.3). The average apartment size will be 96 square meters.
The city engineer recommends that the plan be deposited. His opinion states: "This is a plan that proposes an improvement of the public space in relation to sustainability and good land use through urban renewal." The engineer recommends making changes to the plan, including building alternatives that involve a change in the construction. He also writes that the multiplier proposed in the plan is a high multiplier relative to other plans being promoted in the neighborhood, and recommends examining the Standard 21 appraisal submitted for the plan and reducing the proposed building rights and housing units.
The plan was submitted by the company Meidam Housing Complexes. The planner is architect Della Pergola Michal.
The Hasbon complex is back on the agenda
The committee will again discuss the submission of the plan for the renewal of the Hasbon complex, one of the oldest complexes in the city, which proposes 900 residential units, in construction of up to 50 stories, together with the preservation of old buildings and the demolition of several buildings. The proposed plan includes two complexes adjacent to each other in the city center, the first being an urban block bounded on the north by Hillel Street, on the west by King George Street, on the east by Hamatid Street and on the south by Meir Shaham Street. The second complex is the northwest part of the Independence Park (Gan Ha'atzmaut) area. This complex includes the Rondo building.
The proposed plan is expected to cancel the Paz Gas plan and preserve the Hasbon complex with its four buildings and other buildings of historic importance. Buildings constructed later, from the 1950s onward, are slated for demolition. The Rondo building in Independence Park, where a cafe operates, is also slated for demolition, and a tower of more than 50 stories is expected to be built on its ruins. In place of the building to be demolished, the plan proposes 900 units in 3 towers of 43, 41 and 50 stories.
The plan was discussed last November, but it was decided to postpone the decision until a detailed assessment report was received from the Jerusalem Municipality and the question of canceling the Paz Gas Tower and relocating it to Independence Park was examined. Now the plan is again subject to appeal.
The city engineer recommends that the plan be submitted and writes in his opinion that: "The plan in question proposes urban renewal in a complex of central importance in the city of Jerusalem, including the demolition of existing buildings and the construction of towers for mixed uses, as well as the preservation of historic buildings of cultural and historic value. This is a large-scale plan that is expected to contribute greatly to the urban fabric of the city center and to Jerusalem as a whole." However, the engineer set a long list of conditions for deposit. The plan was submitted by the company ABNR Even Israel Residence and was edited by Ello Nissim.
Ramat Eshkol: The plan will be expanded at Sheshet Hayamim
The evacuation-and-construction plan at 2 Sheshet Hayamim in Ramat Eshkol proposes the demolition of an existing 4-story, 3-entrance building containing 24 residential units and the construction of a complex of buildings with heights varying between 10.5 and 12 stories, including residential units with 104 units above a commercial floor, public buildings and an underground parking garage. The engineer recommends submitting the plan, subject to conditions that include expanding the plan's blue line and adding an additional building. The plan was initiated by Capital Gold Regeneration Ltd. The planner of the plan is architect Matthew Aharon of Rosenschein.
Talpiot: Construction on Hebron Road will be reduced
The urban renewal plan for Hebron Road - Ein Gedi - Shalom Yehuda in Talpiot proposes the urban renewal of a complex with 8 residential buildings between Hebron Road to the west, Ein Gedi Street to the north and Shalom Yehuda Street to the west in the Talpiot-Baka neighborhood. The plan proposes the demolition of 69 existing units and 6 commercial units and the construction of 313 new units in tower buildings, while improving the public space and adding commercial, employment and public space.
The city engineer recommends depositing the plan with conditions. Among other things, he recommends reviewing the appraisal standard and reducing construction as needed. The plan was submitted by the company Davush Amos and was edited by senior lecturer Renana Nili.
Geulim: 30 stories on Zipporah Street
The urban renewal plan for 9 and 11 Zipora Street and 12 Rivka Street in Ge'ulim Baka proposes the demolition of 104 existing units in 3 railway-type buildings. In place of the buildings designated for demolition, the plan proposes 350 units (246 additional units, a multiplier of 3.7) in 2 residential towers of up to 30 stories in height and a mixed-use building of up to 9 stories in height with commercial frontages and integrated spaces for daycare centers and kindergartens.
