For the deal to succeed, the three arms that lead planning and construction in Israel will have to come together and agree to carry out a five-year plan that will make it possible to accelerate construction and increase the supply of apartments.

Raul Sargo: "The concept that successive Israeli governments have been leading, according to which actions to reduce the demand for apartments will deal with the housing crisis, has to leave the world at once. The way to solve the crisis is to increase construction and stop the rises in land prices. The historic deal we are proposing will make it possible to eliminate this crisis within a few years. I call on the partners in the government, the Knesset and local government: set ego aside and help. Let us prevent an economic catastrophe in the coming years."

According to the association's proposal, the government will commit to the immediate marketing of the land planned in the Israel Land Authority's inventory of 300,000 units, with the goal of completing land sale transactions for the construction of 100,000 housing units every year, in the years 2023-2025. It must also carry out the planning of three new metropolises and incentivize, with tax benefits (tax credit), contractors who build urban renewal in the periphery.
