"The extraordinary budget (TKBR) for Jerusalem's development is the highest approved by the municipality so far and will be used to carry out and advance various projects that are not part of the regular budget," according to municipality officials. "The sources of the budget are financing from a line of credit, various fees and levies, and the participation of government ministries. Approval of the budget is subject to the approval of the city council."
The municipality says that "the proposed budget shows a 20% increase in the total general budget compared with 2022, while increasing investments in the development of transportation infrastructure, education, public space planning, improving the city's appearance and more."
Among the sections in which a significant increase in the budget was recorded:
- Education: an increase of NIS 125 million in the development budget for education, reflecting a 17% increase compared with the previous year
- Transportation and infrastructure development: an increase of around NIS 700 million in this section, reflecting an increase of around 22% compared with the previous year.
Welfare: an increase of NIS 2.5 million in the budget, reflecting a 34% increase compared with the previous year
- Improving the city's appearance: an increase of NIS 14 million in the development budget for improving the city's appearance, reflecting an increase of around 6% compared with the previous year.
- City planning, licensing and supervision, and environmental quality: an increase of approximately NIS 31 million, reflecting a 90% increase compared with the previous year
- Emergency and security: an increase of NIS 9 million in this section, reflecting a 143% increase over last year's budget
This budget will also go toward further development of municipal infrastructure in all areas, including: continuing the road and sidewalk infrastructure improvement revolution the city has been experiencing in recent years; continuing to develop the municipal security system, which includes remote viewing systems that make it possible to maintain public safety in parks, public gardens and more
- Advancing master plans in the neighborhoods, advancing claims and advancing a strategic plan for Kiryat HaLeom
- Advancing road construction and light rail works, with an emphasis on the city's eastern neighborhoods, and continuing the construction of bike lanes
- Updating the IT system in the education administration and continuing investment in improving existing kindergartens and educational institutions.
- Rehabilitating and equipping community buildings, as well as strengthening the initiative for fall prevention among the older adult population.
