The Pinui Binui complex in Kiryat Yovel was approved in Jerusalem, and 600 new apartments are getting under way
The Avni Derech Group reports that the Jerusalem District Planning and Building Committee has validated the evacuate-and-rebuild plan for the Brazil complex, which it initiated and is promoting in Kiryat Yovel in Jerusalem.
The plan was submitted in March 2023 and received a number of objections, among them from the owners of the project's apartments, who feared the construction would harm their quality of life. It is also claimed that the plan will harm elderly tenants. Another objection came from the administration of the Yovel community, which said the project lacks public spaces (open public space). In the end, the city engineer recommended rejecting most of the objections, but also recommended easing matters for the elderly tenants in the buildings slated to be demolished under the project and examining the possibility of phased construction. In his opinion, "the possibility of dividing the complex into two phases should be studied, together with the plan's proponent, ensuring the public response in each of the phases."
The plan proposes demolishing 153 old apartments built in 5 railway-style buildings of 4 floors in the complex at Brazil and Ulswanger streets, on an area of about 10 dunams. According to the approved plan, 4 new towers 21 floors high on Brazil Street will be built in place of the old buildings, and together they will include about 600 new apartments. In addition, a daycare center, kindergartens and a synagogue will be established, and expropriations will be carried out to widen the right of way for the benefit of the public, as well as a commercial frontage. The plan's author is Mr. Yigal Levy.
Shmuel Danino, head of building engineering, engineering department at the Avni Derech Group: "The project is in line with the company's business strategy, which aims to renew the face of residential neighborhoods across the country through large evacuate-and-rebuild projects. Jerusalem is experiencing an impressive development boom, and in particular the Kiryat Yovel neighborhood, where this is our second project, which is undergoing major renewal and improvement, both of the buildings and of the urban skeleton, including widening roads, adding public buildings and neighborhood-scale commerce for the benefit of local residents."
