Urban Renewal at the Sites Where Missiles Fell

A framework for urban renewal at the destruction sites where missiles fell after the war with Iran: a draft legal memorandum and a proposed government resolution are being prepared.
On the table: fast planning regulation, a workable legal response, clear compensation and an orderly work plan with a defined timeline.

The team for urban renewal at the destruction sites affected by the "Am Kalavi" (Rising Lion) campaign met last night (Sunday) for a follow-up meeting of the inter-ministerial bodies, with the aim of promoting an accelerated urban renewal plan at the sites affected by the missile launches.

As a reminder, last week it was decided to establish a team headed by the directors general of the government ministries, whose role is to promote the transformation of demolition sites into urban renewal projects, mainly in the high-demand areas of Tel Aviv and Gush Dan, which were severely damaged. If the initiative succeeds, many stalled plans may become reality.

As noted, this week the team met to begin its work: "The discussion addressed the promotion of accelerated planning, the reduction of planning and permit procedures, exclusive solutions, a compensation plan for tenants and the establishment of a comprehensive body that will coordinate implementation on the ground," it was reported after the meeting. However, no concrete decisions were made; instead, the needs that emerged on the ground were examined. During the meeting, the main needs for advancing the initiative were clarified: fast planning regulation, a workable legal response, clear compensation and an orderly work plan with a defined timeline, it was reported.

In the near future, a draft legal memorandum and a proposed government resolution are expected to be prepared, which will lay the foundation for implementing the framework.

Finance Minister Bezalel Smotrich: "The destruction caused requires a different perspective. Not only restoring, but improving. Turning the crisis into an opportunity. If we are going to rebuild, we have to do it right, intelligently and quickly. This is creative destruction in its economic sense. It is not a theoretical concept but a practical approach. Plan better, consolidate, optimize and make sure that, in the end, the public benefits."

Construction and Housing Minister Haim Katz: "The most important things are security for the residents and speed of execution; that is how the success of the mission will be measured. Where it is possible to reduce bureaucracy, it should be done."

The meeting was chaired by the Ministers of Finance, Construction and Housing, and the Interior, and was attended by representatives of the Ministries of Finance, Housing, Interior and Justice, the Israel Land Authority, the Tax Authority and the Planning Administration.
